Organization: Internal Displacement Monitoring Centre
Closing date: 30 Apr 2023

BACKGROUND

The Internal Displacement Monitoring Centre (IDMC) of the Norwegian Refugee Council (NRC) is the global leader in the provision of data, information and analysis on internal displacement. IDMC monitors all situations of internal displacement, provides quantitative estimates of the numbers of IDPs worldwide, and develops research and analysis, which seeks to better inform policy and operational decisions that affect the lives of internally displaced people. In order to support countries and their partners in designing successful responses to internal displacement, IDMC is seeking to collect examples of initiatives that have resulted in positive outcomes for IDPs and helped them reach durable solutions, either returning to their area of origin, integrating in their host community or resettling elsewhere. This consultancy will support this effort through desk-based research.

CONSULTANCY OBJECTIVE

This is a six-month research consultancy to identify and investigate successful initiatives addressing internal displacement in different contexts and countries. The results of this research will inform IDMC’s analysis on what constitutes a successful initiative and what elements must be taken into account to help IDPs reach durable solutions. All contexts and countries will be relevant to inform this analysis, but the consultancy will focus more heavily on identifying good practices on addressing
gender inequalities in internal displacement to support IDMC’s current project ‘From evidence to action: addressing gender inequalities in internal displacement’. Other areas of particular interest are innovative financing mechanisms for solutions to internal displacement, the role of peacebuilding and related initiatives linked with violence and conflict-related displacement, and regions where less information is currently available.

Working under the supervision of the lead Researcher for this area of work, the consultant will:

  • Undertake desk-based research to identify initiatives led by governments and other actors to address
    internal displacement in different contexts and countries, including literature review and remote key
    informant interviews;
  • Create and develop an Excel database compiling key information on these different initiatives;
  • Under the guidance and supervision of the lead Researcher, contribute to the analysis of what
    allowed these initiatives to be successful so that others can learn from their example and adapt them
    to different contexts;
  • Develop quality drafts to be featured in IDMC’s Global Repository of Good Practices on each of the
    selected initiatives;
  • Upon request, draft inputs for different publications based on this research and analysis;
  • Upon request, present key findings from this research to IDMC colleagues.
  • The consultant will also be expected to work in close cooperation with other IDMC colleagues from
    different teams and departments.
