Job Purpose and Definition

About WILPF

The Women’s International League for Peace and Freedom (WILPF) is an international non-governmental organization (NGO) with National Sections covering every continent, an International Secretariat based in Geneva, and a New York office focused on the work of the United Nations (UN). Since our establishment in 1915, we have brought together women from around the world who are united in working for peace by non-violent means and promoting political, economic and social justice for all.

We are seeking to hire a full-time MEL and Partnerships Advisor for the MENA Team.

The MEL and Partnerships Advisor will lead MENA monitoring, evaluation and learning work as well as provide technical and surge support to the MENA Team in developing its partnership approaches, tools and frameworks. The Advisor will play a key role ensuring that learning across the team’s various projects and areas of intervention is captured and used to strengthen WILPF’s work within the team and beyond, in coordination with MENA and MEL colleagues, as well as relevant partners and Sections.

The Advisor will raise awareness of WILPF’s feminist resourcing approaches and practices. They will provide technical and surge support to partnership and granting processes, including ensuring compliance with the forwarding of funds policy. The Advisor will coordinate with MENA and Finance Teams to conduct assessments and identify tools and approaches to strengthen partners’ ability to receive and manage funds and apply adequate controls. They will coordinate between partners, WILPF teams, and experts to support the capacity building of partners.

The Advisor will support WILPF’s efforts to operationalise internal structures and procedures to ensure effective and efficient resourcing of feminist organisations and movements. This process will include developing a set of operational procedures and internal team structures. The Advisor will work with relevant teams and consultants to reflect on the functions needed to ensure effective and feminist resourcing procedures.

The successful candidate will be a strong partnership and program coordinator with extensive operational experience in challenging contexts. They will have a feminist holistic approach to resourcing and partnerships, managing funding relationships in line with our resourcing approach, and ensuring we maintain space for our partners to develop their feminist agendas. They will take initiative and identify opportunities for collaboration and synergies between teams and team members to foster and grow partner-centered, feminist partnerships. They will also be committed to feminist, anti-racist, and inclusive ways of working and they will thrive in a collaborative working environment.

Main Responsibilities

MENA MEL, Reporting, and Proposal Development

The Advisor will play a key role ensuring that learning across the team’s various projects and areas of intervention is captured and used to strengthen WILPF’s work within the team and beyond, in coordination with MENA and MEL colleagues, as well as relevant partners and sections. They will lead MENA MEL activities and deliverables in coordination with the WILPF MEL Team, in accordance with feminist MEL principles and approaches, including:

  • Support the team to develop log frames and MEL tools. Advise and support project team on populating MEL tools and producing reports for donors.
  • Contribute to WILPF MEL planning and implementation.
  • Work with relevant team members and other programs and teams to develop new proposals, as needed and as opportunities arise, in line with the WILPF IP and the MENA approach.
  • Manage learning activities and sessions both internally and externally in coordination with the MEL Team and in line with the WILPF MEL Framework.
  • Draft donor reports and contribute to the MENA programme reporting process.
  • Coordinate internal and core reporting and planning for the WILPF MENA Team.
  • Draft case studies and lessons learned.

Coordination of the Partnership Frameworks

The MEL and Partnerships Advisor provides technical and surge support to the MENA Team in developing its partnership approaches, tools and frameworks. This work includes but is not limited to:

  • Raise awareness of WILPF’s feminist resourcing approaches and practices.
  • In coordination with the MENA and Finance Teams, conduct assessments and identify tools and approaches to strengthen partners’ ability to receive and manage funds, and apply adequate controls.
  • Provide technical and surge support to MENA Team members supporting partnership and granting processes, ensuring compliance with the forwarding of funds policy.
  • Support the MENA Team’s capacity building of partners and Sections in coordination with partners, WILPF teams, and experts.
  • Attend activities in the MENA region and visit partner organizations as needed.

Support WILPF’s Efforts to Operationalise Internal Structures and Procedures

The Advisor will support WILPF’s efforts to operationalise internal structures and procedures to ensure effective and efficient resourcing of feminist organisations and movements.

  • Contribute to the development of WILPF’s operational tools, processes and team structures for partnership development and management around resourcing the feminist movements for peace.
  • Coordinate with relevant teams, support experts, and consultants to reflect on the functions needed to ensure effective and feminist resourcing procedures.

General Management and Coordination

  • Manage the Administrative Associate (shared with the MMFP programme) with the MENA Team, coordinating with HR, MMFP and MENA team to ensure that roles and responsibilities, tasks, and deadlines are clear and delivered in a timely and effective manner.
  • Coordinate closely with the MENA Team, MEL Team, and other WILPF colleagues, and attend monthly staff meetings and weekly MENA Team meetings.
  • Liaise with international, regional, and local organisations and stakeholders on issues related to partnerships and resourcing, including representing WILPF at national and international meetings and events.
  • Coordinate closely with the MENA Team, short term consultants, the MEL Team, and WILPF staff across the organization on projects and deliverables.

Interdependencies and Reporting The MEL and Partnerships Advisor reports to the MENA Director and works with the MENA Managers, Advocacy Coordinators, and Communications Coordinator as part of the MENA team.

Knowledge and Skills

  • Excellent fluency in written and spoken Arabic and English.
  • Proven project management skills. Ability to establish priorities and to maintain a variety of projects and activities simultaneously, while meeting quick deadlines during busy times.
  • Knowledge of Results Based Management.
  • Good knowledge of and interest in WILPF’s work, aims and principles.
  • Strong collaborative skills and ability to organize work across programmes and teams to achieve common objectives.
  • Strong initiative and able to work independently, willing to learn, open minded, and flexible.
  • Excellent communication skills. Ability to effectively communicate across a multicultural and multilingual staff, as well as with internationally based membership sections.
  • Excellent organisational skills with the ability to prioritise work and take initiative. Ability to quickly pivot to evolving organisational priorities, based on fluid programmatic contexts in complex conflict environments.

Experience

  • 3 to 5 years of relevant work experience managing grants and partnerships in the MENA region.
  • Demonstrated strong proposal development and grant reporting experience required.
  • Demonstrated partnership and subgrant management experience is required.
  • Demonstrated experience in coordination, facilitation and alliance building is required.
  • Demonstarted experience working with local or national feminist actors and movements is strongly desired.
  • A university degree in a relevant field is strongly desired.

Location

This position can be remote, if operating for a timezone reasonably close to the MENA region. The successful candidate will be expected to attend key in-person meetings as well as other relevant events and meetings, to fulfill the duties of the position. Office space is available in Geneva and London should the candidate prefer to work onsite.

Compensation

WILPF will provide the MEL and Partnerships Advisor with compensation commensurate with experience. The salary range for Geneva is 74,000 - 90,000 CHF/year, plus 3,000 CHF/year for healthcare and well-being. If hired from outside of Geneva, compensation will be based on the location of the selected candidate.
