1- Training purpose:
‘*« Le plaidoyer en faveur des droits humains comme levier de consolidation des mouvements de femmes pour la paix en RDC et au Cameroun, phase 2 » (Human Rights advocacy to leverage women peace activists’ movements in the DRC and in Cameroon, phase 2)* is a project by the Women’s International League for Peace and Freedom (WILPF), started in 2018 whose objectives are to:
1: Strengthen the national and international advocacy activities carried out by peace activists of WILPF DRC and WILPF Cameroon through a better understanding and strategic use of UN human rights mechanisms.
2: Transmit to international human rights mechanisms the local expertise, experience and analysis of Cameroonian and Congolese women peace activists, and ensure that the importance given to issues related to Women, Peace and Security, such as women’s political participation, are better reflected in recommendations from the reviews of Cameroon and the DRC by these mechanisms.
3: Strengthen women’s civil society and movement building as well as cross learning between peace activists from Cameroon, the DRC and other countries in the region.
The first phase of this project included capacity-building workshops focusing on international human rights mechanisms and instruments relevant for the work of WILPF DRC and WILPF Cameroon. These workshops had a specific focus on women’s rights and the Women, Peace and Security Agenda. They also included specific sessions on how to engage with these mechanisms e.g. through written submissions and how to draft such submissions. Both WILPF DRC and WILPF Cameroon have been involved in advocacy activities with UN human rights mechanisms, particularly the UPR, the CEDAW Committee and Committee on Economic, Social and Cultural Rights (CESCR) . They have also shared their learnings from these engagements with the UN human rights system with other WILPF African sections and groups.
Based on WILPF DRC and WILPF Cameroon’s assessment at the end of the phase 1 of this project, the following needs for additional trainings have been identified:
o Human rights research methodology, including on human rights indicators and methodology for monitoring the implementation of recommendations by UN human rights mechanisms;
o Integrating gender analysis in human rights research, including methodology for interviews.
2- Training Objectives:
To provide an operational understanding of human rights research — including monitoring methodologies— and how to produce quality human rights research, including evidence-based advocacy reports for both national advocacy and international human rights mechanisms. This should also include advice on how to identify and formulate policy recommendations from research that has been carried out; and on how to develop and implement evidence-based advocacy strategies;
To deepen the participants’ practical skills to mainstream gender analysis in their research, analysis, strategies with an intersectional feminist approach to human rights issues.
3- Tasks:
Assess WILPF Cameroon and WILPF DRC’s competency on gender and human rights-based research and drafting;
Develop training materials and other tools, including guidelines on gender and human rights-based research and monitoring, drafting for evidence-based advocacy, that are:
o easily accessible online (e.g. compatible with low-speed Internet connection);
o engaging and participatory e.g. through group work and exercises
o creative with a focus on the development of practical skills and designed for a non-expert audience;
Strengthen WILPF Cameroon and WILPF DRC members’ awareness on key principles of the Convention on the Elimination of Discrimination against Women (CEDAW), particularly substantive equality, non-discrimination, State obligations;
Unpack the concept of gender and intersectionality and strengthen their knowledge about integrating an intersectional gender perspective into research and campaign activities;
Lead in organising regular check-ins with WILPF DRC and WILPF Cameroon members to discuss follow-up questions and putting into practice theoretical knowledge acquired through the training;
Share relevant resources on the topics addressed in the training;
Develop feedback forms and pre and post-training evaluation tools to assess participants’ knowledge ;
Submit a summary report evaluating the training activities and results achieved.
Deliverables:
The overall deliverable will be a high-quality training handbook for trainees in French. The handbook should include an executive summary not exceeding 3 pages and practical case studies and exercises
Clear and attractive PowerPoint presentations in French that can be used in training sessions with WILPF sections.
Present the training plans and the presentations to the WILPF’s Human Rights Programme for review and validation;
A trainer’s or facilitator’s guide on using the handbook and slides.
Develop 3 pre-recorded audio/video training sessions in French based on the training report and PowerPoint presentations. The consultant will also follow up with the sections for Q&As by creating a dedicated Whatsapp group to this end.
Feedback forms as well as pre and post training evaluation questionnaire in French to assess the knowledge of the sections.
Final report of maximum 5 pages in English with a summary evaluation of the training activities and results achieved.

4- Requirements:
ESSENTIAL:
Very good knowledge of human rights, gender, Women, Peace and Security issues, international human rights law.
At least 5 years of experience in the field of women’s human rights, research and advocacy on women’s rights
At least 5 years of experience in producing high-quality human rights analysis and research outputs and training materials on human rights, women’s rights, advocacy
Proven cross-cultural communication skills
Proficiency in oral and written French and English
DESIRABLE:
Experience working in Cameroon, the Democratic Republic of Congo or in West or Central Africa on human rights issues is highly desirable
Strong understanding of human rights, gendered norms, cultural practices and attitudes and behaviours that relate to women’s rights in Central and West Africa is highly desirable
Peacebuilding and gender knowledge and experience of human rights programming in conflict and post-conflict contexts and of human rights research and monitoring in such contexts
Experience in human rights advocacy with the African human rights system
Excellent research and/or evaluation design and analysis skills, including a proven track record using relevant quantitative and qualitative methodologies
Experience of participatory, action-oriented, feminist research methodology and demonstrated understanding of feminist research and/or evaluation principles and feminist partnerships.
