Background
The Internal Displacement Monitoring Centre (IDMC) is the world’s authoritative source of data and analysis on internal displacement. IDMC monitors situations of displacement worldwide and provides verified and consolidated estimates of the number of people internally displaced or at risk of becoming displaced by conflict, violence, disasters and development projects. We complement this global data with interdisciplinary research into the drivers, patterns and impacts of internal displacement. Using this evidence, we provide tailor-made advice and support to inform global, regional and national policy-making.
IDMC will complete its current 5-year strategic period in December 2020. We are therefore recruiting a consultant to conduct an external evaluation of our current 5-year strategy. The consultant(s) will evaluate IDMC’s achievement of planned objectives, outputs, and key performance indicators under its 2015-2020 strategy, considering the evolving global context of internal displacement – and IDMC’s role in responding to this context through its provision of global data and evidence. The consultancy will also provide an objective evaluation of IDMC’s core products based on a set of agreed-upon criteria, as outlined below. The evaluation will be used to assess the overall impact of IDMC’s current strategy, and can be used to inform future programming on internal displacement by IDMC and its partners.
Evaluation objective
To evaluate IDMC’s 2015-2020 programme against the following criteria: relevance, effectiveness, impact, sustainability, and added value.
Key questions
- Relevance: how well aligned was IDMC’s 2015-2020 strategy and programme of work with the global operating environment on internal displacement during this period of time? Did IDMC’s global programme of work (as defined by its strategic objectives, thematic priorities, key indicators, and research agenda) meet the needs of its target audience during the 5-year period?
- Effectiveness: to what extent has IDMC succeeded in achieving its strategic objectives and outcomes as defined in its 2015-2020 strategy? What overall lessons can the IDMC team draw from its implementation of the 5-year programme and apply in future programming?
- Impact: to what extent has IDMC’s data, research and analysis influenced global policy processes, and/or prevention and response programmes on internal displacement? How have the following IDMC products been perceived and used by our target audience: (1) the Global Report on Internal Displacement (GRID), (2) the Global Internal Displacement Database (GIDD), (3) the country profiles, (4) IDMC’s research thematic areas, and (5) IDMC’s global disaster displacement risk model?
- Financial sustainability: how successful has IDMC been in ensuring the financial sustainability and continued investment in its work?
- Partnerships: How successful has IDMC been in building on the complementarities with other organisations/partners, and in utilising strategic partnerships to achieve its mission and mandate?
Methodological approach
The evaluator(s) will develop and refine their methods for data collection during the first week of the
evaluation. These methods will be reviewed and approved by IDMC’s Management Team prior to the
beginning of any data collection. The methods should include, at a minimum, the following: (1) document
review (of IDMC’s documents and publications and external documents – including humanitarian response
plans, development plans, and global and regional policy documents), (2) semi-structured interviews with
IDMC staff, partners, and key stakeholders, and (3) digital analytics (of website and social media impact).
Target groups
IDMC defined its target groups in its 2015-2020 strategy across three categories: including (1) partners, (2) users, and (3) strategic targets. A key component of this evaluation will be to measure how well IDMC
reached its target groups as described in the strategy document. This information will be used not only to
evaluate the current 5-year strategy, but to help develop a future roadmap for more sustained and targeted engagement with a set of influential and key stakeholders.
The evaluator(s) will therefore be required to conduct semi-structured interviews with a sample size of IDMC’s target groups to assess how well IDMC’s data, research and evidence generated during the 2015-2020 was disseminated to meet our overall objectives and outcomes. The evaluation team will consult and agree on a suggested subset of our target groups, including the names of suggested interviewees. In addition, the evaluators will conduct a target
audience mapping to complement this work and ensure that the target groups established in the 2015-
2020 strategy still describe our target audience in the current context.
Expected deliverables
Evaluation plan – the evaluator(s) shall prepare an evaluation plan which includes the
methodology they will use to answer the evaluation methods, prior to any data collection
exercises being undertaken. At this time, the evaluators and IDMC will also agree on the scale and
sampling of IDMC’s main interlocuters and broader target audience for interviews and surveys,
where relevant. This step also ensures that IDMC and the evaluator(s) share a common
understanding about the objectives and expectations of this evaluation.
Draft evaluation report – a draft evaluation report should be provided at least 2 weeks prior to
the deadline for producing the final evaluation report. It should contain initial findings of the
evaluation, and analysis of the data collected and literature review conducted for this evaluation.
Final evaluation report – the final evaluation report shall not exceed 25 pages, and provide
information on the scope of the evaluation, methodology, findings, and recommendations, at a
minimum.
Timeframe and workplan
- Document/literature review, and meetings with IDMC's Management Team (5 days)
- Evaluation plan (end of week 1)
- Data collection (10 days, weeks 2-3)
- Draft evaluation report (end of week 4)
- Feedback from IDMC Management team (5 days, end of week 5)
- Final evaluation report (end of week 6)
Total number of consultancy days expected: 25 days
Required skills, competencies & experience
- Proven track record in leading and executing programmatic evaluations for humanitarian and/or development organisations, preferably programmes focused on data/statistics and knowledge/evidence-driven policy making;
- Knowledge of and experience applying standard evaluation principles, and utilising quantitative and qualitative methods for data collection and analysis;
- Solid knowledge and understanding of displacement and migration, preferably from both a policy and operational perspective;
- Fluency in global data initiatives and global policy making;
- Strong English writing skills a must: ability to draft concise evaluation reports;
- Experience in conducting market analysis studies and target audience analyses a plus.

(4) 2 references from previous similar work completed;
(5) sample report (or section of a report) from an evaluation previously carried out;
(6) Rates: daily consultancy rate in CHF or USD, inclusive VAT and all charges.
NB. This daily rate and currency will be fixed for the duration of the contract. Any payment for additional costs, third-party services or travel expenses will be discussed and decided on for each consultancy contract and thus these costs should not be listed as part of the daily rate.
